Water meters are the property of the Madison County Water Department (MCWD). Payment for a water meter is a non-refundable fee for meter placement. For an account to remain active, a base rate (or minimum bill) must be paid monthly to cover the continuous maintenance of the water meter. If an account is inactive, the meter is subject to being removed by the MCWD. In the event of a lost/missing or damaged water meter or the need for replacing a meter that has been removed, due to customer neglect, the cost of the necessary repairs or replacement shall be paid by the customer.

Service Call Fees
- Charged when a crew is asked to check a non-emergency leak on the same day and the leak is found to be on the customer's side of the water meter.
- Charged when a customer requests a same-day trip for a non-emergency issue, such as a curb-stop turn off and verify reading.
Unauthorized Usage/Service Tampering Fees
- Charged when meters, valves and county-side service lines are removed or altered in any way.
- Charged when illegal, non-metered, connections are made to the water system at service lines and/or fire hydrants, or when water is used through a meter without an account set-up.
This list is not all inclusive. The Madison County Water Department charges developer/builder fees, fire hydrant meters fees, as well as others not listed above, when applicable.
