Submission Checklist for Residential Mobile Home Permit 

These documents are required to be submitted for obtaining a residential Mobile Home permit.

  1. A completed residential application by the owner of the property of where the mobile home is being installed, not the mobile home owner/renter.
    1. Pertinent Information - The owner of the property should complete all pertinent information on the application. (i.e., job address, type of permit, flood hazard area confirmation, general contractors information (if hired) or point of contact for the permit requester, total square-footage, type of heat being provided, etc.)
    2. Contact information – Contact information is required for the property owner, Mobile Home owner, and applicant.
    3. Granted Authorization - If the landowner is not completing the permit application, the applicant must have a letter from the property owner stating that the name of the applicant, and that they “Are granted authorization to install a Mobile Home at the listed address”
  2. An “approval for use” letter from Madison County Health Department (256-533-8741) (or) from the appropriate sewer utility company must be submitted to Madison County Building Inspections at the time of submitting the permit application. For sites with an existing sewer utility, a current utility bill is sufficient proof of service.
  3. A signature from the permit purchaser acknowledging receipt of the Madison County Required Inspection for a Mobile Home document (in our office). This information is below, please read before submitting number 1 & 2.

Required Inspection for a Mobile Home

A permit is required to move and connect a mobile or modular home into unincorporated Madison County along with all applicable subcontractors permits.  All phases of the installation must be compliant with the 2018 International Residential Code (IRC) and Alabama Manufactured Housing Commission. The flowing list of inspections is to be complete, open for visible inspection & completed within one site Final Inspection.  

Inspections are to be requested by 2PM one business day in advanced; and can be submitted by calling the office or via email (see contact information above).

 

  1. Anchoring – Tie Downs must be installed correctly and visible.
  2. Electrical (review Huntsville Utilities list of approved meter & meter/disconnect combo, not all meters sold in Madison County are on their approved list, and they have the right to deny connection.)
    1. Conduit Inspection - Main electrical service conduit if underground and must be a minimum of 18” below grade. (If applicable)
    2. Final Electrical inspection – All electrical connections must be complete along with (1) meter, (2) first means of disconnect set, (3) service entrance cable connected from disconnect to service panel (indoor panel open and available for inspection), and (4) seeing code compliant smoke/CO detectors installed inside and outside of all sleeping areas as required by code.
    3. 2 Ground Rods – All electrical installations are required to provide 2 ground rods, 6 feet apart from each other, the connection must be in a readily accessible location, and be connected to the first means of disconnect with a #6 solid copper conductor or better
  3. HVAC – code requires a permanent source of heat; the appliance must be capable of maintaining 68-degrees inside (portable space heaters are NOT a permanent heat source [2018 IRC 303.10])
    1. Condensing Unit – Must be set and supported a minimum of 4 inches above grade
    2. Electrical – The electrical disconnect and weatherproof outlet for servicing for the Condensing Unit must be installed
    3. Gas Final – Gas line pressure test. (If applicable)
    4. Ductwork - All Ductwork to be installed, taped, and visible.
  4. Plumbing – All plumbing, including main water line from the meter must be installed and connected, exposed water lines must be insulated, and Drain Waste Venting system must be connected to the approved Sewer/Septic system
  5. Life Safety – All Exterior doors must have a structurally sound landing and set of stairs. A landing must be 36”x36” minimum. IF the landing is more than 30” above grade (measured 36” away from the landing), then landings and stairs must have a compliant guardrails, spindles, and Type 1 or 2 Handrails.
  6. Livable Condition All interior and exterior surfaces shall be clean, properly protected from the elements, with all surfaces finished/painted/floored/sealed, and ready for human habitation.

ELECTRICAL POWER CONNECTION – Once the above inspection has been passed; our office will notify Huntsville Utilities.  It is up to the applicant to contact Huntsville Utilities for establishing your power account.  If you have a question about a passed or failed inspection, please contact our office @ 256-746-2950.
